The crates were wieghted down with bags of salt. After the salt dissolved in the water, the crates floated to the surface and were picked up later on when the coast was clear.

Answer: "The Cherry Hill Gambinos", not part of the NY Gambino family but blood relatives to Carlo. They worked out of the Cherry Hill, NJ area with cousin Carlo's permission.
