The wisest decision was probably the decision he made to bring in his own people once he assumed the mantle of Don. These were Rocco, Neri and Cicci, all of whom played key roles in the killings of the heads of the five families and who continued loyal to him forever. There had to be a number of underbosses who had worked with Don Vito, and who were a part of his inner circle, but none of them could have been counted on (look at Tessio for betrayal and Clemenza for health/age).
