Michael didn't had the "you gotta say no, but make it sound like a yes" -attitude like his father, but at least he made people fear him, and he had the business-instinct. Fredo kinda lacked both.

Fredo never would have been the Don. Sonny,showing a rare flash of wisdom got Fredo out of the picture by sending him to Las Vegas to Learn the Casino Business.
Notice that Fredo did not come back to New York after Sonny's death.

If Fredo would have become Don the Corleone family would have been pushed over and completly ridden of it's power in a year maybe less I bet.....
Fredo couldn't handle being a Don, just think how he flipped out on Mike, think about if he was in the Roth, Pentangelli, situation he would probably thought it was Frankie and had him whacked for real, and then Roth would have either buried him with the Senate hearing or would have killed Fredo.......He just has no attributes of a Don..it's as simple as that

With Fredo as the don, the Corleones would have to abandon all their interests in gambling, narcotics and the unions and enter the prostitution business. Fredo was a good pimp .

The Corleone Family would be less powerful, because Freddo cannot make the people respect him, remember Moe Green hit Freddo`s face.Freddo is not as clever as Michael and he doesn`t work seriously.That`s why Vito decided to make Michael the Don instead of Freddo, but to tell you the truth, I think Vito knew Freddo was a pontential traitor to betray the family in the future. Remember Vito was a man who lives the future before it cames.

I think if Fredo became Don, it would be a fully disaster!
He hadn't had this "inner power" which only the Don and Mike Corleone have had. I think not even Sonny would be good enough to rule the Corleone Family, he had neither had this character like the Don. He was always too nervous. A Don must be calmed in critical situations, so that no one descries how he will act to solve a problem!
Michael was the only who had the skills to become the successor of his father.

1. Immediately after Sonny's death making Carlo his Consigliere and having Tom Hagen killed for being negligent.

2. Elevating Tessio and demoting Clemenza.

3. Promising Moe Green that he would never try to move him out in Vegas.

4. Bankrolling Sollozzo, and telling Barzini and Tattaglia they could share "whatever" with the Corleones because he believed they were men of honor.

5. Moving the two Las Vegas Cocktail Waitresses to the Corleone Mall.

6. Telling all the Corleone political connections to "Scram."
