I mean, remember what Micheal says to Don Tommasino in GFIII: "Why you were so loved and I was so feared"? I think the same question could apply to his father. Vito was highly respected as a Don, but he was also loved by the people close to him. The famous charm to "make a no sounds as a yes", that I think it's fundamental for a leader - yes, even a crime leader. Of course Michael was respected too, but mainly just out of fear.

Vito was the lecturer of Don's. They should all go to his grave and ask how to be a true boss. yes, Vito was definitely the "ultimate Don".

Michael was bigger and more ambitious than Vito, but Vito was more focused on attaining security and primacy in a world he defined.
