Genovese boss Frank "Funzi" Tieri was convicted under the RICO law in 1980. 10 years after it had been passed into law, incidentally. Of course, if one wants to get technical, Tieri was the acting boss at the time. Not the official boss.

I said Marcello because Frank Ragano, is his book "Mob Lawyer," said that Marcello was "the first bigtime mob boss convicted under the RICO statute." Either Ragano was just plain wrong, or he didn't consider Licavoli "bigtime."

At the Time I would say being "Boss" Of the CLEVELAND mafia actually ment something. Not like today where they probably have a "Capo" from a certain family overseeing operations in the area.James "Blackie" Licavoli was considered "GODFATHER" of the Midwest for many years after being named to succeed longtime Midwest Godfather John Scalish.
His first cousin was Detroit mob lieutenant Pete Licavoli.
He was referred to as the "DON" of the Cleveland mafia by some .
Known on the street as "Jack White"
