I thought that was Frank Scalise who was selling seats? Think of it like this. Willie Moretti was Costello's "strength". In fact, the relationship is seen in The Godfather, with Moretti as Luca Brasi, Costello being Vito (although Brasi was a composite character also based off Joe Gioeli). When Genovese manipulated the Commission in to sanctioning the murder of Moretti, Costello turned to his pal Anastasia to fill in for the former. In theory it was a good choice. Albert was crazy enough to commit murder for a friend - for nothing in return, but Genovese was relentless and pulled the same trick on Anastasia. The wisest thing he did was get Carlo Gambino in on the thing. That certainly helped. But to be fair, there was less manipulation here than when they sanctioned the Moretti hit. Anastasia was wild and was starting to bring heat for murdering goddamn anything. The motive the Commission agreed on was the same motive for setting up partner Lepke Buchalter - gone mad, bringing down heat.
