Many consider this the era of the "rat," but there are still some stand up guys bucking the trend, like Vinny Gorgeous did recently. Some other guys I can't imagine cooperating include Andy "Mush" Russo and Joseph "Mousie" Massimino, both have done a ton of time in prison, and seem to have those old school values. Andy Russo even had one of his sons die while serving life in prison.

Basciano and the Persico offspring. Scarfo Jr. and Joey Merlino. Though didn't Merlino have an uncle that flipped? Granted that was also under the worst days of the Scarfo leadership.
No New England guys should really be on this list. Same for NJ.

You can go down the entire list of high echelon guys in the Genovese family and pretty much not see one where you wouldn't be shocked if they flipped.
As for the other families...
Bonanno - Vinny Basciano, TG Graziano, Jerry Chilli
Gambino - Dom Cefalu, Nick Corozzo, Danny Marino, any of the Gottis
Colombo - Sonny Franzese, Andy Russo, Ralph Lombardo, any of the Persicos
Lucchese - Niel Migliore, Joe DiNapoli, Matthew Madonna, any of the Pernas or Taccettas

Was Ruggiero essentially a jail house snitch then? I mean not of petty drug dealing behind bars, but of who was what in Florida, Genovese wise?
That mean the FBI was regularly going into the county jail that Ruggiero was housed at? They not reveal his informant status so that he could keep an ear with his crew and continue to collect information?

You forgot to add
Colombo Capo Reynold "Ren" Maragni in 2011 and also Capo Gregory Scarpa Jr
Lucchese soldier Frank Lagano
Bonanno Acting Capo Joseph "Joe the Rat" Bonanno
You're right. Joe Bonanno was fairly recent, I believe. In the last year or two. I read that Frank Lagano was suspected of cooperating but was that ever confirmed? yeah the family got ahold of law enforcement docs that identified him as cooperating and he was whacked soon afterward you can find the stuff online if you do a search on his name

Scarpa Jr. was a rat too? Didn't he beat up Vic Amusso in Allenwood?

Scarpa Jr. was a rat too? Didn't he beat up Vic Amusso in Allenwood? yes and yes " In June, 1995 Greg Scarpa Jr. assaulted Luchese Family Godfather Vittorio Amuso at the federal prison in Terre Haute, Indiana, after Amuso had chided, "Your father was a rat! You should be ashamed!" Despite Amuso’s incarceration, he still maintains his position as head of the Luchese family and a seat on the Mob’s governing body "The Commission." As such, all five Families put out contracts on the life of young Scarpa, who was serving a 20-year sentence for drug trafficking. To keep him alive, the government transferred Scarpa to solitary confinement at the Metropolitan Correctional Center in Manhattan, where he would face additional charges of murder and racketeering. By then, Federal authorities had admitted that his father had used his position as an FBI informant to further his and his sons’ criminal activities. Scarpa was placed in a cell adjacent to international terrorist Ramzi Yousef, who was being held while awaiting trial for being the mastermind in the bombing of the World Trade Center in 1993. Scarpa would later claim at his racketeering and murder trial that he was recruited by the FBI to spy on Yousef, photographing diagrams Yousef showed to him with a secret, miniature camera. Scarpa would also claim he told the FBI about a terrorist plot he learned of from Yousef against a Prosecutor and Federal Judge. The jury convicted Scarpa on racketeering, loan sharking, gambling, and murder conspiracy charges, but acquitted him on five murder counts. " http://www.americanmafia.com/Feature_Articles_9.htmlscarpa jr testified about some of his dad's crimes, the crooked fbi agent, and that al-qaeda member he was holed up with. "The son of DeVecchio’s Mafia informant, Greg Scarpa, Jr. became an FBI informant himself when he was incarcerated next to Ramzi Yousef, the mastermind of the ’93 World Trade Center bombing. Greg Scarpa, Jr. had been involved in murders with his father. He claimed DeVecchio was intimately involved. So why, then, did Greg Scarpa, Jr., currently incarcerated in Colorado, not get called as a witness in the DeVecchio trial? Perhaps because the raw intelligence Scarpa Jr. provided the FBI in 1996 showed that the FBI knew about terrorist “mastermind” Ramzi Yousef planning new attacks on the World Trade Center five years before 9/11/01. something interesting about cutolo i found "On the first day of the federal case against Persico, prosecutors quickly established a motive for the killing of Cutolo, whose body has never been found. Anthony Rotondo, a DeCavalcante capo turned government informer, told of numerous dealings and meetings he had with Wild Bill and his crew members before, during, and after the war. Rotondo testified that he heard Cutolo refer to the elder Persico as a "rat" for admitting the existence of the Mafia during the historic 1985 Commission case. The witness also described Wild Bill as a Brooklyn-based "tough guy" who headed a murderous crew that killed several Persico loyalists during the 1990s conflict. The Brooklyn-born Rotondo said his family followed the lead of late Gambino boss John Gotti and supported Cutolo's faction, headed by Victor "Little" Vic Orena. During the war, he said, he often met with Cutolo and others at various places in Brooklyn for news about the conflict and to stay abreast of several rackets his family shared with Cutolo and his crew. Under questioning by Assistant U.S. Attorney Katya Jestin, he also related that Wild Bill had predicted his own demise in 1998 soon after he was elevated to underboss from capo and Rotondo saw him "strutting around like a rooster." The forecast came after Alphonse Persico had asked the new underboss for an accounting of all his money-making rackets, Rotondo testified, recalling that when Wild Bill related the story, he added: "You know what's happening next." Prompted by Ms. Jestin to explain his understanding of that last remark, Rotondo said: "Billy wouldn't be around too long."" http://www.nysun.com/new-york/they-got-to-let-go-gotti-says-after-mistrial/40588/
