Interesting question....as it was "supposed to be"? I have to give nods to the people that set it all up, and actually tried to work within the rules that they had established - People like Lucky, Tommy Lucchese, Colombo, Santo, even Bonnano... later there were people that held that tradition like Carlo G, Tony Ducks, Salerno, Chin, Ray Patriarca, Bruno...
