I think it should be based in Vegas, because back then Vegas was owned by the Magia, as we are all aware. I would love to see Vegas in it's Rat Pack days, similar in a way to the Tops in Fallout: New Vegas. I don't think it should be about Vito, but have maybe a cameo or supporting role instead of being the main character.
