I know this has probably been opened before but I can't find a trace of any body opening this up

It seems to me from research that when someone becomes UB they let someone else run their crew has it always been the case?

I thought Gravano was still leading a crew associated with his construction rackets when Gotti named him underboss. On one of the tape the FBI made, he's quoted as resenting all of Gravano's rackets.

In made men about the Jersey family they had Jimmy O on tape talking about how now that Vinnie Ocean was in the admin (top three) he couldent have anyone directly under him. He had to assign them to a different crew.

It's a good question. Seems like getting UB/admin. tribute AND crew tribute might be looked upon as double-dipping. Give a crew member the opportunity for a promotion to 'acting-capo', might keep the crew from mutinous acts. Also, it might be too much responsibility to handle the duties of both. I guess it would depend on how much time and effort would have to be allocated to UB duties.
