According to the Boston Herald he was not going to testify: "On Tuesday, Rakes was told by prosecutors that he would not be called to testify."
I don't know if that means he wasn't going to testify on Tuesday or not at all.
In any event, I would be surprised if Bulger had anything to do with it. He is going away for the rest of his life and I think he and everyone else knows it.

I have been following the trial through the Boston Globe's tweets (if this would have been on t.v. it would have been epic!!) and they mentioned Tuesday the prosecutors dropped him from the witness list which meant he was not to testify at all. He was going to the trial everyday until Wednesday of course. If somebody clipped Stippo this could get interesting.
