I think what they meant is that where many Black Racketeers were under the control of the Mafia, Bumpy wasn't. The Cosa Nostra dealt with him more on the level of a partnership. For example Bumpy didn't had his own Independent Numbers Bank. He didn't have to fork over a cut to the mob. A lot of the dealings the mob did in Harlem had to go through Bumpy.

No it wasn't full of shit! There may have been some things that were inaccurate, but I haven't seen a documentary that doesn't have some inaccuracies. For the most part it was on target. The movie Hoodlum was full of shit.

There was a "partnership" but it was basically in the form of Bumpy Johnson representing the Mafia's interests in the black neighborhoods. That's the way former NYPD detective Lt. Remo Franceschini described it. If you read his book, A Matter of Honor, when they first started investigating the numbers operations in the black areas, they thought Johnson and others were running things. But, as they dug deeper, it became clear that the Italians - particularly the Genovese family - were the ones ultimately calling the shots. He had to use the Mafia's numbers banks and was even caught on tape complaining about it. He said, "Take me to the guineas! Take me to the guineas! ni**ers don't know how to run things. We should be controlling out own banks!"

Genovese took over the interest that Schultz had which was most of Harlem, but Bumpy and a few others remained independent of Mafia control. Not sure where you're getting this revisionist history. Bumpy was not independent. He had to use the Mafia's numbers banks in order to avoid getting wiped out on a big winning number. And the Genovese pushed out under the threat of violence? Did you dream this or something?

Actually I didn't dream it and I read it first for a book in a sociology class I took and it mentioned that Blacks at the time were only paying 10 percent and there were indications that was even being phased out. The part out them pushing Genovese family out under the threat of violence came from a few other books written by either ex law enforcement or well noted writers of on the subject not revisionist writers. I wish I had my research in front of me to quote you page exact page, but check out African American Organized Crime a social history by Robert J Kelly for starters
