The 70s he appeared normal. I know that. I never said that he was walking around in his Underoos back in the '60s and '70s (although he did check himself into mental hospitals every so often to keep up appearances). I just said that he was never off the Feds' radar. And he wasn't. Even with the front boss position working so well for him, Vince was always one of their top three targets in the Genovese Family back in the '70s, along with Matty and Fat Tony.

The funny thing about Fat Tony is that he looked like the a walking stereotype, a cartoonish caricature of a mob boss... it was all worked out between him and Chin.. he couldn't have picked someone better who even looked the part.
