It appears they have the traditional administration as well as a street panel to help run the family. Hmmm, Figured it would be one or the other I guess in this situation the panel acts as the street boss, if that is in fact true. Yeah, you basically have 3 street bosses running things directly for the administration.

i didnt know cefalu was a queens guy? where in queens was he from? he lives in and ostensibly works in bensonhurst. also wasnt one of his nicknames "dom from 18th ave?" speaking of queens and the gambinos though, one of the gurino's has a huge christmas lighting at his house in jamaica estates not too far away from st. johns. i went to a wedding out that way last december and we stopped by to see it. it was pretty awesome. when i got home and googled the address i found an article about it and it said the owner of the house was anthony gurino lol. place is massive. insane neighborhood with all those houses, big big money http://www.amny.com/lifestyle/christmas-lights-in-queens-and-brooklyn-1.9728114

I believe Cefalu is still acting boss and Cali is still underboss but with Cali really running things for the Gambinos.
Look at the confusion with Vic and Stevie....
Capeci had conflicting reports from insiders about who is the boss of the Luccheses. Vic is the official boss (in name only) and Stevie is the real power. This is what I believe lead to conflicting reports from Capeci's insiders because when Capeci asked who is the boss of the Luccheses, some insiders went with the boss title and others went with the real power on the streets.
I suspect this is the same case here with Cefalu and Cali and what lead to conflicting reports from insiders about who is boss.
I think Cefalu is semi-retired (still holding the rank of acting boss) and letting Cali run things.
