Trivial Error in GFII??

In GFII when testifying before Congress, Michael said he fought bravely in WWII and was awarded the Navy Cross. In GFI, Mike wore an Army Uniform at Don Corleone's wedding in the opening sequence. Did the director or Puzo screw that up? How did someone in the Army earn a Navy Cross?
