Sadly they only release what they want us and others to hear. Maybe in hundred years from now they will release more. So we just have to remain patient.
Plus, the technology for making good recordings of wiretaps just wasn't there in the Luciano days. Also, most of the FBI's surveillance until well into the Seventies was either illegal or extra-legal. They used the bugs to help their investigations, but they couldn't use them as evidence in court. They usually destroyed the tapes after they were no longer useful. The RICO Act provided standard, legally admissible criteria for using electronic surveillance as evidence. Even then, as Jace says, they only released what they wanted to release.
