The well-kept secret of future Italian Prime Minister Giorgia Meloni. This is how the Balearic newspaper 'Diario de Mallorca' describes the story of how Francesco Meloni, her father who has since died, was caught in Mallorca in 1995 with 1,500 kilos of hashish. With that load of drugs he was on his way to Italy on a sailboat from Morocco. But things went wrong along the way.

Giorgia Meloni (45) may soon be the first female Prime Minister ever in Italy. Her post-fascist, far-right party Fratelli d'Italia won Sunday's parliamentary elections, making it the largest party in the right-wing bloc. Meloni quickly claimed leadership in the next government.

A great triumph for Meloni, also on a personal level. Because she worked her way up the political ladder after a tough childhood full of worries. It started when her father, when Meloni was barely 2, abandoned his family to travel to the Canary Islands on his boat 'Cavallo Pazzo' - translation 'Silly Horse'. Little Giorgia stayed behind in Rome with her sister and mother Anna.

Francesco Meloni settled on La Gomera, the smallest of the inhabited Canary Islands, close to Tenerife and La Palma, in the early 1980s. He opened a hotel there and started a real estate company, getting deeply into debt to do so.

On holiday to La Gomera
At that time, contact between Giorgio and her father was limited to two weeks a year, when Giorgia and her sister came on holiday to La Gomera. In her biography, Giorgia says those visits continued until the late 1980s, when she was 11 years old. “He left us behind. I never wanted to see him again," she says. “On my 13th birthday I received a message from him saying: 'Congratulations, Francesco.' Not even signed 'daddy'. Then I told myself I made the right decision.”

Fifty million pesetas
Around that time, father Francesco Meloni was also not doing well business-wise. He was bankrupt, lost his restaurant and real estate business, but was still heavily in debt. That is why he is said to have accepted an assignment from a Moroccan who offered him the opportunity to earn 50 million Spanish pesetas. Meloni had to sail from Morocco to Italy with a load of drugs.

According to what he later told in court, Francesco Meloni came up with a sophisticated plan for this. He rented the 'Cool Star', a sailing boat, in France. He also rounded up two of his children - from a previous relationship, so not from Giorgia's mother - and a son-in-law "for a pleasure trip".

Storm at sea
When Francesco's relatives discovered the true purpose of the trip in September 1995, they were said to have become angry. At that time, the cargo of drugs had already been transferred from another ship to the sailing boat near Morocco. According to what Francesco stated, his party wanted to abandon ship.

For this reason, and because there was a storm at sea, they docked in the port of Mahón, on the island of Menorca, near Mallorca and Ibiza. However, the drug packages, amounting to 1,500 kilos of hashish, were discovered by the security services. The entire party was arrested.

Nine years in prison
In 1996 they had to appear in court in Mallorca. Francesco Meloni took full responsibility, saying he had lied to his relatives about the pleasure trip. Yet his two children and son-in-law also received four years in prison. Francesco himself was sentenced to nine years in prison.

Things never worked out between Giorgia Meloni (45) and her father. The man died a few years ago, but that didn't bother Giorgia, she says. “No hate, no anger, nothing. As if a character on television had died.” The absence of a father figure would have had a major influence on how Giorgia Meloni would later fight doggedly for a better life, through a career in politics.

The "super-mafia" in Lombardy, the review of the "Hydra" investigation from March 15th
The investigating judge Perna had rejected the arrest of 142 people out of 153 suspects, denying the existence of the mafia consortium

MILAN The first of about ten hearings before the Review Court will be held on March 15th to discuss the appeal presented by the Milan Prosecutor's Office against the order of investigating judge Tommaso Perna who last October denied the arrest of 142 people on 153 investigated as part of the 'Hydra' investigation into the so-called 'Lombardy mafia system', a sort of "consortium" between Cosa Nostra, 'Ndrangheta and Camorra in Lombardy. Prosecutor Alessandra Cerreti appealed to the review judges for around 80 positions. Such a large amount of investigation material that the judges decided to treat them separately for around 10 suspects at a time. The investigating judge, rejecting the approach of the District Anti-Mafia Directorate in the investigation conducted with the Carabinieri, had spoken of "completely lacking" or "poorly argued" evidence of the existence of what has been journalistically called the 'super-mafia' or 'three-headed mafia', described by investigators as a "horizontal confederation structure" between exponents of various mafias where "the leaders operate on the same level". Only 11 precautionary custody measures were ordered and the prosecution was confirmed for some drug crimes, extortion aggravated by the mafia method, threats and tax fraud.

The papers document 21 summits held in 2020-21 between small groups of members in the Municipalities of Dairago and Assago, in the Milan area, and 54 different joint ventures (catering, rental, logistics, construction, airport parking, import of ferrous materials , healthcare and e-commerce platforms), the latter sufficient to order the seizure of 225 million euros for false invoices. Among the best-known names cited by the Anti-Mafia are those of top exponents of the 'Ndrangheta clubs of Lonate Pozzolo (Rispoli family linked to the Cirò club in Crotone) and Desio (Iamonte gang linked to the Melito Porto Salvo club in Calabria), the Fidanzati clan and the Manninos in the Palermo area for Cosa Nostra, the Trapani people close to Matteo Messina Denaro, the Senese group for the Camorra. The investigating judge also disavowed the role of Matteo Messina Denaro's alleged man in the North: Paolo Aurelio Errante Parrino, convicted since 1997 for mafia as belonging to the Castelvetrano district led by the father of the former super fugitive, Francesco Messina Denaro. According to the investigating judge "it is in no way possible to affirm that" Parrino "continued, even after the first conviction in 1997, his affiliation relationship with the Castelvetrano mandamento, nor even with the hypothesized Lombard association".

Hydra Investigation, the Review Court agrees with the Prosecutor's Office: "In Milan there is a consortium of mafias in a single association"

In Lombardy there is a new mafia system composed of top exponents of Cosa Nostra , 'ndrangheta and Roman Camorra. An authentic consortium that moves and has moved with the classic methods of a mafia association. A consortium whose size and presence had already been described by several informants who rooted it with its head in Milan and arms and legs throughout Italy . Not only to extort, but also and above all to infiltrate the Lombard economy through various sectors: from healthcare to construction, from logistics to politics. This was the ruling today by the Court of Appeal to which the Prosecutor's Office had appealed last October and renewed the request for precautionary custody in prison for 79 suspects - who now risk prison - after the investigating judge Tommaso Perna a year ago had rejected 142 requests for precautionary measures out of 153, rejecting the entire structure of the Hydra investigation built in three years of work by the prosecutor Alessandra Cerreti and the Carabinieri of the Investigative Unit directed by Colonel Antonio Coppola on the "consortium" of the three mafias - Cosa Nostra, Camorra and 'Ndrangheta - renamed the "Lombardy mafia system".

The Milan Review Board considered it “widely demonstrated that the contested association made effective, concrete, current and perceptible use – even with violent or threatening methods – of the force of intimidation in the commission of crimes as well as in the acquisition of control and management of economic activities, which are precisely the areas of activity that, according to the regulatory parameter, typify the mafia nature of the group”. The outcome was communicated in a note by the president of the Milan court Fabio Roia: the association “participated (at various levels) by individuals of different mafia origins and with an operational scope is undoubtedly characterized in mafia terms” for the Review Board. In short, “it can be considered that individual individuals, even those belonging to the so-called historical mafias, have formed a mafia-style association that cannot be configured either as a confederation of mafias or as a 'supermafia', having transferred all the genetic traits of the associations to which they belong into the horizontal association”.

For chapter 1 of the ordinance, which concerns 56 individuals, therefore the Review Court has confirmed the mafia association at the moment for 13 individuals, among these the leaders of Cosa Nostra, ndrangheta and Roman Camorra, namely Giuseppe Fidanzati, Massimo Rosi and Gioacchino Amico. Chapter 1, the associative one, therefore concerns as investigated prominent figures such as the brothers Giuseppe and Stefano Fidanzati and also figures connected with the Trapani and Castelvetrano mafia in direct contact with Matteo Messina Denaro such as the boss Errante Paolo Parrino resident in Abbiategrasso. In addition to them representatives of the 'ndrangheta of Lonate Pozzolo , in addition to the Iamonte clanof Melito Porto Salvo and the Romeo Staccu of San Luca. Not to mention the Roman part represented by the Senese family coordinated by the boss Michele known as Pazzo , while it is his son Vincenzo who is investigated for mafia and belonging to the Consortium in the Milan investigation.

On 22 December 2017, the National Anti-Mafia and Anti-Terrorism Directorate (DNAA) affirmed for the first time the enormous interest of Cosa Nostra and 'ndrangheta in deviant freemasonry , also indicating 193 individuals with dual membership, of which 122 from the Grand Orient of Italy , 58 from the GLRI , 9 from the GLI and 4 from the Serenissima..

The custodial orders in prison were executed today for two other suspects in the maxi investigation "Hydra", coordinated by the prosecutor of the DDA of Milan Alessandra Cerreti and conducted by the Carabinieri of the Investigative Unit, on an alleged "alliance" between exponents of the three mafias, Cosa Nostra, Camorra and 'Ndrangheta, in Lombardy. After the Court of Cassation, as for many other suspects, confirmed the accusatory hypothesis of the mafia association recognized by the Review and which had been rejected by the investigating judge Tommaso Perna , today an order was notified in prison to Giovanni Abilone , 44 years old, already arrested on January 22nd because, during an anti-drug control in the center of Milan, an arsenal of weapons, including a machine gun, had been found in his home. Also arrested today, for the charges of the "Hydra" investigation, was his brother Rosario Abilone , 43 years old, also he, according to the DDA led by the prosecutor Marcello Viola , a member of the clan headed by Paolo Aurelio Errante Parrino , in prison since January 28, and linked to the Castelvetrano district (Trapani), that of Matteo Messina Denaro . The investigating judge in October 2023 had rejected 142 requests for precautionary measures out of 153, ordering 11 arrests, rejecting the accusation of mafia association as a "consortium" of the three mafias, renamed by the prosecutors "Lombardy mafia system". The protection measures in the escorts of the prosecutor Viola and the prosecutor Cerreti have recently been strengthened for threats received and linked to the "Hydra" investigation.
The Review Court has ordered the imprisonment of 41 suspects and in recent days numerous arrests have been made after the hearings of the Supreme Court, which will continue until mid-February.

The Sacra Corona Unita was created to counter the overwhelming power in the prisons and on the Apulian territory of some of the more established mafia organisations, such as the Campania families united in Raffaele Cutolo's Nuova Camorra Organizzata.

According to one account of Rogoli's rise to leadership, the foundations of Sacra Corona Unita were laid by Rogoli on Christmas night 1981. At the time, Rogoli was a 32-year-old tiler from Mesagnese who was serving a sentence in Trani prison for a bank robbery and murder in Giovinazzo in 1980.[10] In prison, Rogoli had come into contact with exponents of the 'ndrangheta. and had affiliated himself with Umberto Bellocco, capobastone and founder of the Bellocco 'ndrina. Together with Vincenzo Stranieri [it] of Manduria and Mario Papalia, linked to Cosa Nostra, Rogoli set up the Sacra Corona Unita, whose structure and rituals closely resembled that of the 'ndrangheta, and was officially sanctioned as the supreme head of the newly formed organisation.[10][9] However, the "Statuto della S.C.U." (charter of the Sacra Corona Unita) seized from Rogoli by the Italian law enforcement agencies in 1984 states that the organisation was established on 1 May 1983.[9]

Under Rogoli's leadership, the Sacra Corona Unita mixed Apulian interests and opportunities with 'Ndrangheta and Camorra traditions. While it is often referred to as the "fourth mafia", it remained only a loose association of some ten to fifteen criminal groups in southern Apulia, whose cohesion, stability and economic and political power were always far inferior to those of the 'Ndrangheta and the Mafia. This reportage takes place in the north of Puglia, home to the Quarta Mafia (Fourth Mafia), a complex network formed by multiple mafia groups that has grown rapidly in the past 30 years. They are incredibly dangerous; in fact, according to the National Anti-Mafia Directorate, they are considered the number one enemy of the state.
The development of criminal groups in Gargano, Tavoliere and Capitanata can be traced back to a combination of local feuds between different pastoral families and the rise of violent ambitions in the capital of the province of Foggia.
The Italian Mafia has a date of birth: January 5th, 1979. On that day, Raffaele Cutolo, the founder of the New Organised Camorra, brought together forty criminals of Foggia to form the Società Foggiana (the Foggiano Society). From that moment on, the Società Foggiana rampaged the city of Foggia, killing anyone in their way, especially entrepreneurs in the construction industry. Indeed, the second victim of the Mafia ever recorded in Italy was from there: Giovanni Panunzio, killed on November 6th, 1992. At the time Foggia was in the midst of developing an important economy, but the criminal organisation brought growth to a halt; it quickly became one of the poorest provinces in Italy, crippled by paper bombs, murders, extortion, threats and usury.
Meanwhile in the towns of Gargano, isolated between the jagged coastline and the mountainous forest, shepherds began to fight each other, killing for glory and then for business. In the 70s, they began to build connections with the Mafia groups of Montenegro and Albania, initially for cigarette smuggling and then for cocaine and marijuana.
The last group is the one that is growing the most rapidly, the Mafia of Cerignola. An important agricultural community, it has become the site of two important criminal activities: the distribution of cocaine, thanks to connections with Milan, and armoured car robberies, not only in Italy, but also in the rest of Europe.
The Quarta Mafia as a whole is the result of different criminal schools of thought. For example, Vincenzo Parisi brought with him the Marseilles methods, while the Gargano families trusted in the ways of the Calabrian 'Ndrangheta, rooted in the lasting ties with the Balkan Mafias and known for giving refuge to their fugitives.
This phenomenon is still highly underestimated, despite the fact that the antimafia prosecutor Cafiero De Raho continues to report that it is a national emergency, and the pandemic may make matters even worse.
The growing Fourth Mafia could become the strongest in Italy if not stopped and exposed as soon as possibile. Otherwise we risk to repeat what happened with the 'Ndrangheta: in the 90s it was highly underestimated, dismissed as just feuds between local criminal families, but the group developed important international and financial connections making it one of the richest and most powerful in Italy.

What group were the criminals joing from Apulia,Molise,Basicalata,Lazio,and Abruzzo in Italy and especially in America

The guess would be that the guys from these areas were probably with N"drangheta or Camorra, but then again they also show up in Sicilian Cosa Nostra families in America

And why is it that when the Calabrian Honor Society and Camorra are stronger and have been longer in some cities than the Cosa Nostra, that in the end they fall in with and become part of the Cosa Nostra rather than vice versa ?

there are both local groups and offshots of the Ndrangheta, Apulian groups (Società Foggiana/Camorra barese) and the Neapolitan Camorra; the local groups are strongly influenced by the major mafia-type organizations

Pietro Mannino , 62 years old, born in Palermo, known as “ the architect ” because of a degree obtained in Romania, defines himself as “a businessman” and denies any involvement with the mafia . According to the Milan Public Prosecutor’s Office, however, Mannino moved to Busto Garolfo (Milan) in 2021 “as a member of the Fidanzati mafia family (Cosa Nostra), already operating in Sicily and Lombardy”. In October 2023, the District Anti-Mafia Directorate requested his arrest in the Hydra investigation , but the investigating judge denied it and the architect remained at liberty , reiterating (the last time in mid-December 2024) his absolute non-involvement .
