A Button Guys Exclusive THE DETROIT PARTNERSHIP Although he has never been identified by the FBI or any other police agency as holding a rank higher than that of a Mafia soldier, Sammy became a very powerful figure within Detroit’s Italian underworld. He seems to have been a deceptively powerful mafioso who enjoyed a status far exceeding his ostensible rank. As the saying goes, he was a “force of nature.” https://thenewyorkmafia.com/motor-city-bigwig-little-sammy-finazzo/?

A Very Dangerous, Slippery Hood
Another little excerpt…
"Yet, despite this truly staggering arrest file, by the mid-1960s, Finazzo’s police record reflected only one substantial conviction in 1940 for conspiracy to violate Michigan State Gambling Statutes. He was sentenced to two years of supervised probation and fined $1,000.
Aside from that particular gambling conviction, his record, over the years, reflects that Finazzo paid a few minor fines here and there for several misdemeanor convictions related to disorderly conduct, vagrancy, and gambling offenses."

Gambling, Boxing, bootlegging, bookmaking, armed robbery, murder and Narcotics trafficking going back to the 1920s, with a conviction finally in 1940s for gambling. Born in St.Louis Missouri 1908. Made in the 1950s. Close to many members in Detroits upper hierarchy. His son Vincent would become a member in the 1970s. He was a partner of Frank Romano in Bookmaking, Romano was a mentor to Salvatore and may have been on record with Frank Iraci before being made. Partners with Raffaele Quasarano and Vincenzo Randazzo in gambling enterprises, Joseph Quasarano Sr was influential in keeping members out of jail due to him being a connection guy meaning paying off cops, judges, and politicians. His most known and valuable protégé was Peter Cavatio who he sponsored into the mafia. Had a sit down with Tony Abate and Nicola Ditta with Peter Licavoli making most of the ruling in Salvatore Finazzo favor. Died 1994.
"I have this Nightmare. I'm on 5th avenue watching the St. Patrick's Day parade and I have a coronary and nine thousand cops march happily over my body." Chief Sidney Green

Or are you speaking about Priziola? It seems that Finazzo could do no wrong in Priziola's eyes. He was a favored guy. Sammy seems to have been given a very wide latitude during his career.
