Since the late 1970s it has been a corporate run city. Nevada’s Corporate Gaming Act of 1967 laid the groundwork by requiring that only top managers and not all stockholders be vetted by the state. But it was financiers like Michael Milken and entrepreneurs like Steve Wynn and Kirk Kerkorian who then actually made the Las Vegas we see today.
Many believe that the Mob's position in Vegas began to dwindle when Howard Hughes moved to Vegas in '66 and started buying hotels--he owned eight by '69. It helped him that many of his top aides were Mormons, as were (and are) many Nevada politicians and regulators. They regarded Hughes as the gaming industry's savior and cleanser, and fell all over themselves to accommodate him with special favors. One of the biggest, as Hollander said, was to waive the requirement that every shareholder in companies owning casinos be investigated and licensed. That ruling opened the door to investments to Mob fronts and Mob-linked investors, like the Teamsters Central States Pension Fund, headed by Allen Dorfman, who was well-connected to the Outfit. This led to a huge skimming industry, mainly by Chicago, Kansas City and LA mobsters. Anthony (the Ant) Spilotro took over as the Outfit's boss in Vegas, dominating loan sharking, running a successful burglary ring, and generally terrorizing everyone. The skimming bubble burst in 1983 with the indictment, among others, of Joseph Aiuppa, Jackie Cerone, Joseph Lombardo and Spilotro (the Outfit); Frank Balistrieri and his two sons (Milwaukee), and Carl Civella (Kansas City). The Gaming Control Board started putting more gangsters and even Mob-associated card and slot cheats in the "list of Excluded Persons," aka the Black Book. Vegas started changing its image to be "family friendly, and legitimate corporations began buying and building casino hotels. But, it doesn't call itself "Sin City" for nothing: As long as people want to lose their shirts at the tables and slots, borrow money they can't get from banks, do drugs, and get laid, there's always going to be OC ready to take their money.
