I don't think Gotti was ever in a commission meeting. plus other bosses were trying to steer clear of him due to his being so constantly followed by the FBI and NYC Organized Crime task force, plus the media following him,
I def second that thought , always have...No way would Chin ever sit @ a table and break bread w/ the likes of a (in Chins mind) street thug like Gotti...let alone Gotti supposedly being as ppl say "capo di tutti"...he crossed the line in the 1st place by not getting full approval of all the commission as he allegedly told Nicky Scarfo a month after the hit on Big Paul.
