Besides Newark or NJ, heres some additional info regarding Alex's dealings in New York in general. It seems the feds needed at least 3 or 4 years (from 1962 until 1966) just to find out about his business over there, which was allegedly union racketeering, besides often using the city as departure point to Europe. For a nationally known gangster at the time, the guy was obviously still very elusive.
