Would you put him in the same category as the Cartel bosses in Mexico when it comes to violence?
He has been linked to at least 50 murders and once boasted he could fill a cemetery with his victims.
He also did business with the cartels in Mexico for years didn't he when it came to cocaine distribution? So I'm sure he spoke with the bosses over there quite often. He may have even entertained a couple over the years in Italy at one point or another.
He has interests in Venezuela and contacts with Colombian drug bosses, I haven't seen links to Mexico but wouldn't rule it out.
