He was there to negotiate and as Trojan said he overlooked Mike and thought Michael didn’t have the cajones to kill him. The Corleone’s wanted blood and the one person Sollozzo overlooked was the one that put a bullet in his face. He made it easy to kill him by Sollozzo wanting to negotiate his surrender in hopes it buys him time to kill the Don.
