Tamara Rand was a swindler who may have been killed by anyone. I don't think the movie is a reliable source.

According to Mafia informer Frank Bompensiero, Spilotro was allegedly behind the Rand hit or at least he was the one who orchestrated it. Heres one convo: "Jimmy, this broad was going to drag Glick through a lot of shit," Bompensiero said. They convo was recorded at the cocktail lounge at the San Francisco Hilton, and Jimmy was pumping Bompensiero on the Rand murder. "So you're still working, you cocksucker?" Jimmy said and later asked "Where'd you get the silencer?" Bompensiero told him "I just took Tony [Spilotro] and showed him her house." "Don't bullshit me," Jimmy said. "He didn't do it alone." Bomp barked a laugh. "I didn't say he did, did I? Don't forget, this Tony's got a crew."
