Every week in NYC you see millions of dollars worth of weed being seized, this is like what prohibition was like, amazing times for the money makers here..
When it went legal here, people took advantage and started selling everywhere, right out in the open in stores, selling out of trucks like ice cream, with it no longer being illegal the penalties are low, you're not selling an illegal substance, you're just selling a controlled substance without a license, millions being made, low risk, mob completely missed out.

The selling here in coffeeshops has been tolerated since the 70s but growing weed is not lol.
In 1976, an addition to the Opium Act decided that cannabis products were “soft drugs” and heroin “hard drugs”. Soft drugs had a reduced risk and were therefore tolerated, while hard drugs had an increased risk and were therefore prohibited . This distinction was very progressive at the time.
