https://www.journaldemontreal.com/2...s-quun-message-selon-un-ancien-enqueteurGunshots and arson at Jean-Noël Lacroix's home: they wanted to send "more than a message", according to a former. The shooting and arson attack targeting the home and business of controversial businessman Jean-Noël "Sarto" Lacroix on Thursday night are "more than a message" according to a former investigator specializing in organized crime. "It couldn't be a clearer message. It's even more than a message, it's a warning," says former Quebec City Police Service (SPVQ) investigator Roger Ferland. According to him, there was "certainly no mistake about the person." He emphasizes that the controversial businessman was a good friend of Michel "Doune" Guérin, a close friend of the Hells Angels who was killed on November 27 in front of his residence in Charlesbourg. The SPVQ also reportedly informed Mr. Lacroix that his life was potentially in danger in the days that followed. The latter claims to have spent thousands of dollars to install bulletproof windows and to hire a bodyguard, since the police had informed him that his life was in danger. Not the first time About a week before the murder, the company Armoires PMM, owned by Jean-Noël Lacroix and which employed Michel Guérin, had been the target of an arson attack. "This is not the first time he has been targeted by this type of event. There are still people who clearly have a grudge against him," notes the former investigator. The wave continues According to Roger Ferland, this story is part of the wave of violence linked to control of the drug market that has gripped Quebec for the past year. "Things have calmed down in Quebec City recently, but in other regions, we regularly see arson, destruction of businesses and gunshots. In Montreal, things are shaking. On the North Shore, things are shaking and in Abitibi too." Asked to react to the two violent events of the night from Thursday to Friday, the mayor of Quebec, Bruno Marchand, was reassuring about the SPVQ's ability to ensure the safety of the population. "We are working with the police department to see what they need to prevent this from getting worse. There is no way we are going to experience what Montreal experienced. We are going to take all possible measures to prevent that from happening," he concluded on the sidelines of a press conference on affordable housing.

https://www.journaldemontreal.com/2024/09/07/un-homme-blesse-par-balle-dans-son-vehiculeArmed violence in Quebec: a former trafficker shot in his vehicle Two suspects are being sought A former drug trafficker who had also scammed clients through his excavation business was shot Saturday morning in Quebec City, an incident believed to be linked to conflicts between criminal groups. The Quebec City Police Department (SPVQ) intervened around 10:30 a.m. for this event which occurred on rue du Petit Vallon. According to the police, a vehicle was targeted by gunfire from another vehicle, which fled. A man in his forties who was inside was hit. According to our information, he is former drug trafficker Patrick Laurendeau. "He was on his knees and seemed to have injuries to his shoulder and forearm. One thing is certain, he didn't seem like a gentle person," said a local resident who was able to see the victim just before he was taken to the hospital. A little later, a vehicle was set on fire on Chemin de la Sagamité. This could be linked to the attack on Patrick Laurendeau, according to our sources. Criminal past Now 47 years old, Laurendeau had already been convicted of drug trafficking following a major police operation in 2005 aimed at dismantling a network of cocaine and ecstasy traffickers linked to the Hell's Angels. In recent years, Laurendeau has also had new problems with the law. In 2023, the Superior Court ruled that he had participated with the company Excava Plus in a scheme to "scam and overcharge" consumers who wanted to have a swimming pool installed. Our Investigation Bureau had produced several reports on this case. Saturday's events "would also be linked to armed violence by criminal groups," said Sandra Dion, spokesperson for the SPVQ. Violence in the Quebec City region flared up again this week, as the home and business of controversial businessman Jean-Noël "Sarto" Lacroix were targeted by gunfire and arson on Friday. Investigators from the MALSAIN project, which deals with cases of armed violence and drug trafficking linked to organised crime, were tasked with this investigation. – With Kathryne Lamontagne, Investigation Bureau.

https://www.lapresse.ca/actualites/...tionnelle-de-marvin-ouimet-suspendue.phpThe parole of influential Hells Angels Marvin Ouimet, nicknamed Casper, was suspended last week, La Presse learned from police sources. The exact circumstances or reasons for the suspension are unknown. Most of the time, an offender's parole is suspended because the offender has broken one of their conditions or for a lack of transparency, but there may also be other reasons that motivated Correctional Service Canada's decision. Ouimet, 55, was released on parole – two-thirds of his sentence served – under strict conditions almost a year ago to the day. The member of the Trois-Rivières Hells Angels section was sentenced to 27 years in prison in 2014 after pleading guilty to charges of conspiracy to commit murder, following the SharQc investigation (2009), and to counts of conspiracy, money laundering and gangsterism, following the Diligence investigation (2009) targeting a group of individuals who had attempted to infiltrate the masonry industry. The case of Marvin Ouimet is currently still in the hands of Correctional Service Canada. His release officer has discretion and could decide whether or not to release him within 30 days. If correctional services decide to keep him in detention, Marvin Ouimet will be able to appear before a parole commissioner within 90 days, if he wishes, who will decide whether to release him or revoke his release. His sentence is scheduled to end in 2028. Severe conditions Upon his release in September 2023, Ouimet was to remain in a community facility designated and recognized by Correctional Service Canada for a period of at least six months. Other conditions include being prohibited from being responsible for investments or financial matters for another person or business, being self-employed, and owning or operating a business. He must also disclose all his financial transactions – income, expenses, debts, banking, etc. –, cannot own more than one cell phone and must give his supervisors access to his billing, call logs, text messages, voicemails and social media visits. Finally, the biker may not communicate with anyone he knows is involved in organized crime or criminal activities, and may not frequent drinking establishments. To contact Daniel Renaud, dial 514 285-7000, ext. 4918, write to denaud@lapresse.ca or write to the postal address of La Presse . Who is Marvin Ouimet? Former member of the Rowdy Crew of Lavaltrie Member of the Hells Angels since October 1999 Accused of 22 murders following Operation SharQc carried out on April 15, 2009, he was arrested in November 2010, after a year and a half on the run. In 2014, he pleaded guilty to a reduced count of conspiracy to commit murder and to charges of conspiracy to commit money laundering and gangsterism, after trying to take control of the masonry company LM Sauvé. This attempted takeover was the subject of the work of the Commission of Inquiry into the Awarding and Management of Public Contracts in the Construction Industry (commonly known as the Charbonneau Commission). On August 31, 2016, Ouimet, along with 34 other bikers, received a sentence reduction granted by the Court of Appeal.

https://www.journaldemontreal.com/2024/09/10/la-guerre-des-stupefiants-reprend-de-plus-belleThe drug war is back in full swing in Quebec Police believe that Jean-Noël "Sarto" Lacroix and Patrick Laurendeau were targeted by the clan of the thug Dave "Pic" Turmel The drug war is raging again in Quebec City as the attempted murder of Patrick Laurendeau and the shots fired at the home of Jean-Noël "Sarto" Lacroix are believed to have been ordered by the rebel drug trafficking group Blood Family Mafia. This is the main line of inquiry favoured by the police authorities to explain these attacks carried out over the last few days, according to information collected by our Investigation Office. "Sarto, Laurendeau, it's linked," summarizes one of our contacts, who maintains that the fight between the criminal factions is at the heart of these attacks. Patrick Laurendeau, 47, was the victim of an attempted murder Saturday morning while he was driving his vehicle with his partner. The couple was leaving their home on Rue du Petit-Vallon, on the edge of Val-Bélair and Loretteville, when the shots were fired. The fact that the shooters carried out their attack while a woman was on board speaks volumes about the level of carelessness of young BFM supporters, our contacts believe. According to our sources, the police are looking for two suspects from Montreal, known to the authorities. A vehicle – which had been stolen in Verdun – was also found burned about fifteen kilometers from the scene of the attempted murder, in the minutes following the crime. Jean-Noël Lacroix saw his home targeted by gunfire on the night of Thursday to Friday last. At the same time, four vehicles from his business, Armoires PMM, were engulfed in flames. Other tensions have also been observed in recent months in the region and elsewhere in Quebec (see text below). Relatives of "Doune" Our sources confirm that Jean-Noël Lacroix and Patrick Laurendeau had links with Michel “Doune” Guérin. The latter was assassinated in the early morning, in front of his residence in Charlesbourg , on November 27. Guérin was, according to our information, responsible for trying to resolve conflicts between bikers and independent traffickers. Authorities still believe that BFM – run by Dave “Pic” Turmel, who is on the run outside the country – is behind the homicide. Let us recall that about a week before Guérin's murder, the company Armoires PMM, which employed Michel Guérin, had been the target of an arson attack. Following this death, police officers had warned 25 people that their lives could be put in danger by the explosive climate prevailing in Quebec City. Lacroix and Laurendeau were among them, our sources confirm. With the collaboration of Jonathan Tremblay A conflict that drags on The numerous police strikes carried out in recent months do not seem to have been enough to calm things down, as the Blood Family Mafia continues to gain ground. "They are taking control everywhere, they are gaining ground. They are really active, the world is all going towards them. They are no longer afraid of the Hells Angels and there is no response," explains a source. Beyond the recent events in Quebec, the situation is said to be particularly tense in Beauce, Montmagny and Bellechasse, where home invasions have increased over the summer. According to our information, people close to the Blood Family Mafia have threatened and "mixed up" traffickers linked to the Hells Angels, to force them to work for them. "They threaten them, they come in with a hammer. They don't just target young people, they target veterans too. They give them a quantity of drugs - and it's really bad quality cocaine - and they say they'll come back in a few weeks to collect the money from the drug sales," says a contact. Let us recall that the BFM and the Hells Angels have been in conflict over drug trafficking for over a year now, with the former refusing to pay the latter the 10% tax on their revenues. This situation has led to a series of violent crimes in the Capitale-Nationale and Chaudière-Appalaches, but also on the Côte-Nord and in Saguenay–Lac-Saint-Jean. Five individuals – originally from the Montreal region – were charged Monday morning in connection with the death of a man in his thirties in Mont-Joli on Saturday. Jean-Noël Lacroix 52 years old His residence was targeted by gunfire and vehicles from his business, Armoires PMM, were set on fire during the night from Thursday to Friday. This business was also targeted by a fire in November 2023. History of fraud and theft. The tax authorities are demanding $2.5 million in unpaid taxes. He is suing the City of Quebec for $3.5 million. He deplores that a Quebec police investigator informed him that his life was threatened, following the death of Michel "Doune" Guérin, without giving him more details. Lacroix then allegedly made numerous investments to protect himself. Patrick Laurendeau 47 years old Targeted by an attempted murder on Saturday morning, in front of his residence. He was arrested in the 2005 police operation Despote, which aimed to dismantle a cocaine and ecstasy network linked to the Hells Angels. He pleaded guilty in 2006 to charges of drug trafficking and possession for the purpose of trafficking. He was also the head of Excava-Plus, an excavation company with which he scammed customers during the installation of their in-ground swimming pool , our Investigation Bureau revealed.

https://www.journaldemontreal.com/2...a-guerre-des-stupefiants-serait-en-causeHomicide in Mont-Joli: drug war believed to be a factor, ex-Carabin among suspects The war between criminal groups is also believed to be a factor in the homicide that occurred this weekend in Mont-Joli, where the 46-year-old victim is a former trafficker affiliated with the Hells Angels. • Also read: The drug war is starting up again in Quebec • Also read: Homicide in Mont-Joli: five suspects charged According to our information, it was André Bourgoin who was attacked during an altercation that occurred around 11:45 a.m. on Saturday on Rue Aubin. Seriously injured, he was taken back to the hospital, where he was pronounced dead. The 46-year-old man was part of a major drug trafficking network linked to the Hells Angels that was dismantled by the Sûreté du Québec (SQ) in February 2019 in Eastern Quebec and New Brunswick. The particularly lucrative business of these traffickers had generated revenues of $2.4 million in four months at the time, of which $250,000 had been paid in "taxes" to the Hells Angels, according to the SQ. A total of 32 people had been arrested as part of this operation. André Bourgoin was sentenced to 18 months in prison in 2021, after serving 36 months in pretrial detention, for conspiracy, drug trafficking and possession of property obtained by crime worth more than $5,000 in this case. A former Carabin involved According to our information, his death is linked to the drug war currently being waged by several criminal groups in the province, whose acts of violence have been increasing for several months. It should be noted that five individuals, all from the greater Montreal area, were met by investigators and then arrested in this case. They are William Keita, Zachary Dryden, Brian Lewis-Philipp, Patrick Dion-Francis and Jarryd-Xavier Taylor. The latter is a former receiver for the University of Montreal Carabins football team, where he accumulated 123 passing yards, 25 rushing yards and one touchdown in 2021. The organization had no further contact with him after the season, says Carabins communications coordinator Renaud St-Laurent. More charges to come The five young men, aged 19 to 26, are all currently facing charges of carrying weapons for a dangerous purpose. "But other charges could be added," said Frédéric Deshaies, spokesperson for the Sûreté du Québec. The circumstances leading to the homicide remain unclear at this time, with the SQ refusing to comment further due to the ongoing investigation. The defendants, who had no prior criminal record, are due back in court on Thursday. - With the collaboration of Félix Séguin and Katia Laflamme, TVA Nouvelles

https://www.lapresse.ca/actualites/...ire-d-un-club-ecole-des-hells-angels.phpOne dead in attack at Hells Angels training club hideout A man is dead following an attack at a Hells Angels training club last night in Frampton, Beauce. This could be a new chapter in the conflict pitting bikers against street gangs and independent drug traffickers in eastern Quebec. Police were first called to a vehicle fire on Route 112 around 1:30 a.m. The cause of the fire was classified as suspicious and an investigation was launched. Investigators quickly moved to the Red Devils hideout, a Hells Angels training club located nearby on 2nd Rang . "The police officers who had to go to this location found the body of an unconscious man," confirmed Louis-Philippe Ruel, spokesperson for the Sûreté du Québec. A man known to the police for his ties to bikers was detained for investigation purposes in this case, without being placed under arrest. The police initially described the death of the man found at the biker den as "suspicious," but according to our sources, it appears to be a homicide linked to the war that several gangs are waging against the Hells Angels for control of the drug market in eastern Quebec. The presence of the Red Devils' hideout has caused a lot of commotion over the past year in Frampton, a quiet town of 1,300 people, and every new incident in the area is closely scrutinised because of the potential wider implications for organised crime. Henchmen had tried to set fire to the building last May, but were spotted by bikers guarding the premises, gunfire erupted and one man was injured. The attackers had been linked by several sources to the Blood Family Mafia (BFM) gang, which is waging war on the Hells Angels. Shots were also fired in the area in 2023. Police have also conducted a search of the biker den in the past. Frampton Mayor Jean Audet believes that the local population could quickly become tired of seeing events like this disrupt their daily lives. Until now, these are people we haven't heard about. The Sûreté [du Québec] is taking care of them, it's doing its job well. But if it continues like this, people won't like it, they won't be happy and they might ask for interventions that are different from those we're seeing at present. Jean Audet, Mayor of Frampton A conflict that lasts The conflict over the drug market is linked to several violent events that have occurred in recent weeks. Two men considered to be close to the Hells Angels were targeted by attacks. Shots were fired at the residence of Jean-Noël "Sarto" Lacroix, while vehicles belonging to his company were set on fire. Patrick Laurendeau was hit by several firearm projectiles while he was behind the wheel of his vehicle. He survived his injuries. BFM gang leader Dave Turmel was recently added to the list of Quebec's 10 most wanted criminals. One of his alleged allies, All Boivin, who is considered a major drug trafficker in Saguenay, had already been on the list since 2023. On Monday morning, the Parti Québécois asked the government to provide additional assistance to Quebec City to combat gangs and organized crime. "We cannot allow the situation to deteriorate. The government must act to reduce this increase in crime, combat organized criminal groups and maintain the feeling of security," declared Pascal Paradis, member of parliament for Jean-Talon. The mayor of Quebec has publicly asked on more than one occasion for additional resources to help his municipal police service deal with the recent wave of violence.

https://www.journaldemontreal.com/2...iers-des-membres-des-deux-clans-avancentHells and BFM back in court: the cases of members of the two clans are progressing "Pic" Turmel's right-hand man waives his release while three Hells members choose a jury trial Senior members of the clans waging an increasingly bloody war in Quebec City were back at the courthouse Tuesday. Denis Roobens, an alleged lieutenant in the Blood Family Mafia, was transported under heavy police escort while three Hells Angels announced their intention to stand trial by jury. Shortly before 9 a.m., two police vans arrived at the Quebec City courthouse under escort from the Sûreté du Québec, with sirens and flashing lights. Only one of the two vehicles entered the building's garage, under surveillance by police officers and several special constables. The day after the discovery of a body "with obvious injuries" near the hideout of criminal bikers in Frampton in Beauce, it was obvious that the authorities took all necessary precautions to transport Roobens Denis. The latter would be the right-hand man of Dave "Pic" Turmel at the head of the Blood Family Mafia, which has been standing up to the Hells Angels for a year throughout the eastern part of the province. The conflict has become particularly bloody in recent weeks with this latest murder in Beauce, which comes on top of that of André Bourgoin in Mont-Joli as well as the attempted murder of Patrick Laurendeau and the shots fired at the residence of Jean-Noël "Sarto" Lacroix . Renunciation of his freedom Roobens Denis appeared in the courtroom, handcuffed and footcuffed, moving bent over, curled up on himself. It was therefore practically impossible to see him in the dock. Three correctional officers accompanied him, while a fourth, who remained in the detention corridor, filmed the defendant's entire movements using a camera. Denis finally stood up at the request of Judge Josée Lemieux at the end of the hearing, when confirming that he was waiving the holding of his bail hearing. "[The defense] would not be able to meet its burden," confirmed his lawyer, Mr. Samuel Cozak. The man, who was arrested on the run in Portugal before being brought back to Quebec in June, will therefore remain in custody for the duration of the proceedings against him. He is accused in particular of drug trafficking and conspiracy. His case will return to court next November. The Hells files are moving forward For their part, Hells Angels Mario "Banane" Auger, Christian Boucher and Marc Roberge all confirmed to the court their choice to hold a trial "before judge and jury" in their case. But before getting there, the trio will conduct a preliminary investigation that defense lawyers have said will be "targeted" on specific aspects of the case. A management conference between the parties in anticipation of this step is planned for early October. The date for the continuation of the procedures will then be set. The fifteen other defendants arrested at the same time as part of "Project Riposte", who are at liberty, have seen their cases postponed until the end of November.

https://www.tvanouvelles.ca/2024/09/16/guerre-des-stupefiants--les-hells-angels-ripostentDrug War: Hells Angels Fight Back The murder of André Bourgoin, which occurred in Mont-Joli, could have been ordered by the powerful criminal bikers The Hells Angels may have decided to retaliate in the context of the drug war, as at least one individual who was close to their opponents in Eastern Quebec was reportedly the victim of an internal purge, our Investigation Bureau has learned. Information obtained in recent days has allowed the police to follow a clear lead to explain the murder of André Bourgoin, which occurred in Mont-Joli on September 7. These recent revelations suggest that the Hells Angels could have been behind the murder of Bourgoin, 46, known to police as a former drug trafficker who had already been linked to the powerful criminal bikers. According to our information, Bourgoin has become closer to the Blood Family Mafia (BFM), which has displeased the Hells Angels. The two groups have been engaged in open warfare for over a year and a half for control of drug trafficking. The conflict, which began in the capital, has reportedly spread elsewhere in Quebec. Five men aged 18 to 27, all living in the greater Montreal area, were arrested in this case and charged with second-degree murder. Third murder This could be the third death to occur in the context of the drug war. On November 27, 2023, former biker Michel “Doune” Guérin was shot dead in front of his residence in Charlesbourg. Three months later, on February 19, Patrick Martin, 29, affiliated with BFM, lost his life following a hostage-taking that went wrong in Saint-Malachie. One of the people he had held captive and tortured, Stéphane Boutin, took advantage of a moment when Patrick Martin was sleeping to take his weapon and kill him. This toll could however increase, as a body was discovered on Monday morning in Frampton, near the hideout of Dark Souls, a Hells Angels training club. Laurendeau too? It should be noted that the police are also evaluating the possibility that Patrick Laurendeau, attacked on September 7, just like André Bourgoin, could have been targeted by the Hells Angels. This 47-year-old former drug trafficker, arrested in 2005 as part of the dismantling of a cocaine and ecstasy network linked to the Hells Angels, was the victim of an attempted murder as he was leaving his residence in his vehicle. In the days following the attack, police believed the Blood Family Mafia might be behind the crime. Two suspects are still being sought in this case.

https://www.journaldemontreal.com/2...r-le-repaire-des-hells-de-trois-rivieresShots fired at Hells Angels hideout in Trois-Rivières The Hells Angels den of the Trois-Rivières chapter was targeted by several gunshots on Wednesday evening in Hérouxville, Mauricie. It was citizens who contacted the authorities around 9 p.m. to report the detonations. When the Sûreté du Québec (SQ) officers arrived at the biker gang's premises on Rang Saint-Pierre, they were able to confirm that shots had indeed been fired at the building. No one was injured and no suspects have yet been arrested. At midday on Thursday, Rang Saint-Pierre was still closed to traffic, while SQ forensic identification technicians were busy collecting evidence. This is the second violent incident to occur at a biker gathering place in just a few days in the province. On Monday, a burnt-out vehicle was found near the Dark Souls hideout, a Hells Angels training club, in Frampton, Beauce. The investigation led the police to go to the grounds of the bikers' premises, where they discovered the body of a man. The individual, whose identity has still not been revealed, was the victim of murder. These two events could be part of the drug war raging in the eastern part of the province between the Hells Angels and the Blood Family Mafia (BFM), a group of independent traffickers who have decided to stand up to the most powerful criminal organization in the country.

https://www.lapresse.ca/actualites/...uvelle-guerre-impliquant-les-motards.phpBody found near Hells Angels premises 14-year-old dead in new biker war The victim found dead near a biker club in Frampton, Beauce, on the night of Sunday to Monday, is believed to be a Montreal teenager aged just 14, La Presse learned from several sources. This information has not been confirmed by the Sûreté du Québec (SQ), which still considers the case to be a suspicious death, three days after the events. According to our information, the victim's body was covered in severe burns, but one of the hypotheses, among others, is that the teenager may have inflicted his injuries on himself. According to our sources, the death of the teenager is linked to the war that gangs from the regions of Quebec, Saguenay and Montreal are waging against the Hells Angels for control of the drug market in eastern Quebec. According to our information, the teenager found dead would have hung around gang members from the Saint-Léonard district of Montreal. According to our information, the victim's family lives in the east end of Montreal, and the teenager, and at least one other young person, were initially the subject of a missing persons investigation by the Montreal Police Department, before it was transferred to the SQ. According to our sources, the other young people considered to have disappeared with the victim have returned to their families. "We do not yet have the formal identity of the victim. The identity is the responsibility of the coroner's office. There are currently several hypotheses on the table, some more serious than others," Lieutenant Benoit Richard of the Sûreté du Québec told La Presse . Fire on the 112 This sordid affair began around 1:30 a.m. on the night of the 15th to the 16th, when SQ police officers were called to a burning vehicle on Route 112 in Frampton. The fire being of suspicious origin, the police launched an investigation which quickly led them to the premises of the Hells Angels of Quebec and the Red Devils, their training club, located about a kilometer away, on the 2nd row . When police arrived at the premises, a Hells Angels member was on site. Patrol officers visited the location and found the victim's body at the back of the building. The Hells Angels member was met by SQ Crimes Against the Person investigators on Monday and released, pending further investigation. Brief lull Last winter, the Sûreté du Québec carried out a major operation called Scandaleux in the regions of Québec and Saguenay and made around twenty arrests, mainly in the camp of the Hells Angels' enemy gangs. After a brief lull, violence resumed this summer and intensified recently, when two individuals considered to be close to the Hells Angels were the targets of attacks. Shots were fired at the residence of Jean-Noël "Sarto" Lacroix, while vehicles belonging to his company were set on fire. Patrick Laurendeau was injured by firearm projectiles while he was behind the wheel of his vehicle. However, it is too early to conclude that these events were ordered by the Hells Angels' enemy gangs. Nothing bucolic anymore The presence of the Red Devils' hideout has caused a lot of commotion over the past year in Frampton, a quiet town of 1,300 people, and every new incident in the area is closely scrutinised because of the potential wider implications for organised crime. BFM gang leader Dave Turmel was recently added to the list of Quebec's 10 most wanted criminals. One of his alleged allies, All Boivin, who is considered a major drug trafficker in Saguenay, had already been on the list since 2023. The mayor of Quebec has publicly asked on more than one occasion for additional resources to help his municipal police service deal with the recent wave of violence.
