I think that report is connected to an article of 2017, which was discarded not long after. Romanian gangs are rather small players in the European underworld all things considered and they're mostly involved in theft (usually gypsies), ATM skimmings and prostitution. In the drug game - especially the cocaine trade - they're not even close to being on the level of organizations in for instance Italy, Albania/Kosovo, Serbia/Montenegro, the UK, Ireland or the Netherlands.
If I remember correctly there were definite links established between a criminal organization from Liverpool (based in the Speke area) and Sinaloa cartel operatives, but the Speke guys got busted a few years ago.
