Patera was heavily into drugs. He had no knowledge of unions or anything other than drugs.
But now that I think about it, wasn't Pitera considered a Capo at the time of his arrest? He was pretty much the protege of Anthony Spero and followed orders from him on command.
Spero was a very sick individual as well who had no issues killing children if necessary.
