As I'm sure you are aware, compared to the penalties traffickers face in the U.S. for those convicted of narcotics, Holland's prison sentences are mild. Especially for repeat offenders.

10, 20, 30 years sentences, and longer, are regularly handed out. Repeat offenders and top traffickers often get slammed with life sentences (with no chance of parole)

Thats why The Commission "officially" shut the lid on dealing narcotics in the late 1950s (although many guys just paid lip service to that 'rule')
