But think this kind of thing could very well be a common practice,when we look at some of the politicians all the way up the chain,from city councilman to Congress,the Senate,etc

Start out as the neighborhood thugs, and get elrected locally. Or maybe a known criminal claiming he's reformed.Then they get a grant or a paycheck to run some kind of community center to fight drugs ,gangs,etc because the do gooders are convinced nobody can reach the kids like they can.Instead they use the kids for crimes and recuit them.Eventually run for and office. Next thing you know they could be in Congress-ex gangbangers,drug dealers,etc running the country
