Yes, offering heating oil will definitely take him off the "25 Worst Dictators in the World List," and immediately make him eligible for the Nobel Peace Prize.
Although I was surprised to learn that some NATO countries, Russia, and others are pledging to aid the US. I guess they really do need us.
