Wow.. that's an interesting observation. I never even considered that Tessio could have been a traitor before Michael took power and deliberately pulled his men. Personally I don't think it happened that way (Tessio was one of my favorite characters, I'd like to think he was loyal to Vito for as long as possible ) but it's very interesting to think about...
