Luciano was Masseria's second-in-command at the time. Salvatore Maranzano, Masseria's chief rival, importuned Luciano to betray his boss. Lucky refused, and Maranzano had him tortured until he agreed (Lucky's droopy eye was a result of that "persuasion"). But by that time, Maranzano had cleverly gotten most of the gangsters in the other families on his side. After Masseria was killed, Maranzano put Luciano in charge of Masseria's family. But then Maranzano declared himself
