Having been brutally oppressed themselves upon their arrival, the Irish slowly were climbing up the socio-economic ladder and fell into what sadly seems to be human nature...finding a newer, poorer group of people under them to abuse and the Irish cops were very brutal to the newer immigrants especially Italians and Sicilians.
The NYPD then coined the phrase W.O.P.

This is not an indictment of the Irish, it's just a small illustration of what has been going on for millennia--people putting down others to feel good about themselves, for cheap labor and to use as scapegoats for everything.

Oh yeah...one group of people had papers always...the Africans who were kidnapped in Africa (Yes I know, sometimes by their own people) and sold to slavetraders who in turn sold them in the USA had papers that said they were the property of other human beings.
