Turnbull, the guy you named was on the wrong end of a torch in a similar massacre beginning in February of 1978...but it wasn't the correct answer.
The answer I was looking for was "Tough Tony" Capezio. Many historical accounts have him on the blow torch after the the St. Valentine's Day Massacre cutting up the car.
