Turnbull, the guy you named was on the wrong end of a torch in a similar massacre beginning in February of 1978...but it wasn't the correct answer.

The answer I was looking for was "Tough Tony" Capezio. Many historical accounts have him on the blow torch after the the St. Valentine's Day Massacre cutting up the car.

If you mean the most powerful Don ever, I'd say Vito Cascio Ferro. If you mean most powerful in America after Prohibition, I'd say either Charlie Luciano (created and ran the Commission) or Carlo Gambino (had biggest family and most wealth, stayed out of prison).
