I think that the answer you were looking for was: Da Bull. Castellano ordered the DeMeo hit, Gravano was rumored to be in on it. He wasn't an underboss then, but he was under Gotti. If I'm right, my question stands to be answered.

Don Cardi Five - ten years from now, they're gonna wish there was American Cosa Nostra. Five - ten years from now, they're gonna miss John Gotti.

Originally posted by Turnbull: Nino Gaggi. Q. Who planned (repeat, planned) the Castellano/Bilotti hit? Angelo Ruggierio and John Gotti initiated the idea. Frank DeCicco and Sammy Gravano were presented with the idea. But I believe that the actual planners were : Frank DeCicco, Eddie Lino, Vincent Artuso, Salvatore Scala, Anthony Rampino, Angelo Ruggiero, Joseph Watts, Iggy Alogna, John Carneglia, Dominick Pizzonia and Sammy Gravano. It has been rumored the Robert DeBinardo aka DB was also involved in the planning. But in Gravano's book, I don't remember him mentioning DB. When Frank DeCicco was blown up in the car, who was that bomb really meant to take out? Don Cardi
