I'm not always right , but in this case:
Some families that were very big had crew chiefs who were over soldiers and associates. The crew chiefs reported to caporegimes. That was how it worked in the old Gambino family. Modern US Mafia families have shrunk so much that in most cases, a crew chief either doesn't exist or is, in effect, a caporegime.
