He realized that Ralphie had "set him up". It's no big deal really but Ralphie is saying to Tony, "If you want to share the winnings, then you have to help". Since it doesn't fall within the "earnings" of a mobster, it's accepted behavior, in my opinion. Tony held his hand out for more so Ralphie's geting back at him.
That scene was funny as hell. Ralphie gave Tony some money and Tony KEPT his hand out for more.
