EA Sports makes Madden Football. Sega Sports/Visual Concepts makes ESPN Football.

I think that Madden did set the standard for quite some time, but like Capo said, they now seem to have fallen behind in gameplay because they seem to focus on polishing up their tried and true methods and adding extras rather than focusing on the "meat-and-potatos" and improving the simulation aspects of the game itself.
