For once, I am finding it difficult to tell if you are being sarcastic...

But if you are truly wondering what the "approval" is all about, I think it is mostly to weed out any unfair (read: not stupid or ill thought out trades). For instance in a big money league you can have two people in cahoots trying to do anything to win.
