Why taking the risk that the $2 million is lost. He could easily have tapped off the phone calls from the house of Fredo (as Sonny did with Paulie Gatto in GF 1). Then he also found out who the traitor was. Remember the call to Fredo's house from (I think ) Ola?
BTW What is IMO? I read it a lot on this board and still don't understand it.
