MC 14, that's not who I was thinking of either, but a good answer. I guess the problem I'm having here is not realizing that there can be more than one answer based on the way I'm phrasing the question.
Try it this way, same character, different clue:
He knew when to duck.

You got me, it could be Michael, he ducked during the Tahoe-shooting, also during the assasination of Apollonia, but Beth sead Michael, too, and you sead it was wrong. Vito? He duck (trickled) during his assasination, and he duck when Don Ciccio's men tried to kill him.

Put the two clues together. This character did both (and in the same scene)

Now that I've driven everyone crazy, I just realized that I made a mistake with my first clue The reference to dropping something was in the novel, but not really indicated in the film. It happened with the toll collector, when Sonny was shot on the causeway. Sonny, who is in a hurry, hands the toll collector some money, and then watches with annoyance as he "drops" it, and bends down (ducks) to pick it up. I can't supply the exact quote at the moment, because I don't keep a copy of the novel in my office (but probably should). Sorry about that. I'll go to my corner with my dunce cap on, now...

Fooled ya. It was just so easy. (the question, I mean) Actually I was more thinking of Clemenza, he was the buffer between Michael and Cicci. Michael. He has a wadersyndrome, if that's a word.

Tessio (the wedding scene when he was dancing with the little girl).
This character owned a restaurant, but not the one in the Bronx.

Louie's is the one in the Bronx, MC. The Bronx, BTW, is a "borough" (sort of a separate municipality) that's part of New York City (so is Brooklyn--Tessio's 'ground').
I'm looking for the character that owns one that's not in NYC. More of a "cafe", actually.
