It's funny, because even though I've watched the godfather so many times, this question is completely unclear! Did Fredo ever kill anyone by his own hands?

If Michael had not had him killed, he would have ended up not purposely killing someone, or mistakingly getting someone killed, like his brother for instance which had already happened, but it could've happened again. And who knows, it might have been a quicker, more gory death for Michael.
