Well, I don't think Mike was 100% certain that Roth was behind the plot, until his visit w/ Frankie. He judges Frankie's reaction and concludes on the spot that Frankie was not involved.

If he had recognized one of the assassins then he would have had 100% certainty that it was Roth/Ola.
