The impression I got was that Neri in Part III was a kind of "family retainer," running on familiarity and loyalty, rather than vital services performed on a day-to-day basis for his Don.
Lucylu, you should re-read the chapter on how Neri joined the Corleone Family--one of the best backstories in the novel that never made it to the films.
