Nope.... Tony is based off Palermo. Both owned a strip club, looked a lot alike, both had a gay dude in their OC family, both were into a construction project in New York, both had two sisters, both were bosses, both were from NJ, the list goes on and on.

David Chase and the writers wouldn't have based Tony entirely off one person. I do agree that Vincent Palermo was part of Tony Soprano's basis, among others.
