I would agree with Anton Chigurgh as well. I just wanted to say Darth Vader because nobody else did but Vader is a bad choice because of his annoying asthma and all that weezing.

She threatens and humiliates Billy so much that he commits suicide (IIRC). She doesn't let them watch TV even though McMurphy does what she asked for. In general she wants to control the inmates and keep them permanently in that state.

Biff Tannen from the Back to the Future Trilogy is great in the sense that I like him as the bad guy, not because he's so evil that I can't even look at him.

Biff, in his many stages of life, alternate personalities and relatives (played of course by the same actor) Griff and Buford Mad Dog Tannen is/are by far my favorite and therefore the greatest. In my opinion.

It took me a while to decide, but that's my final answer.
