I couldn't pick just one. The ones that come to mind now are The Operative from Serenity, The White Witch from Chronicles of Narnia, and Frank Booth from Blue Velvet..

but then I thought of Max Cady DeNiro's portrayal of him was SCARY good! Robert Mitchum (in the original) was good, but DeNiro was much better and more villainous.
