You should just do what hotmail does. Except with less time in between. So.. If someone doesnt send a msg (based on total posts) for per number of days, their user is considered "innactive". Then after a period of time after that, it is deleted. Of course, one could message you about an extended leave of absense and you could arbitrate the maintenance of that particular account. That's my 2c.
