I think the fact that Tessio acknowledged his betrayal ("Tell Mike it was business...") and accepted it (even after asking Tom if he could get him off the hook) was drama enough for that scene. It was as if FFC said, "the guy acknowledged he was guilty, let him die off screen." Carlo, on the other hand, lied and groveled--he deserved to have his death shown.
