I noticed the EXACT same thing. It looks kinda cheap and grainy, like a '70s nighttime soap opera.

Paulie says that was taken by Mickey Pinto in 1963. And Tony says how all the kids, including himself (and probably Silvio and the rest) wanted a wristband so they could be just like Paulie. I do wish we had seen a young Paulie in the flashbacks to the 60s/70s since he's painted as being Johnny Boy's right hand man.
